    Abstract
    In this study the author conducted a literature review on the effectiveness of whole-school antibullying programs as it pertains to low-socioeconomic, African refugee, elementary students. The findings suggest that there is a lack of research surrounding whole-school anti-bullying programs viewed through a cultural and socio-economic lens. The author then analyzed the whole-school anti-bullying program, Focus on Bullying, to see if this program meets the needs of African refugee, elementary students, from an inner-city school in the lower-mainland region of British Columbia, Canada. As a result of this inquiry, the author made recommendations for changes to the program, Focus on Bullying, to better meet the needs of inner-city, African refugee students from an elementary school in the lower-mainland of British Columbia, Canada. These recommendations are presented in chapter three of this document. Finally, limitations of the research and a discussion are presented in chapter four of this document.
